Norm,
I had one of those on my Austin A35 948 motor. I swapped out all the timing
gear for a double row 1275 set including the harmonic balancer. I never did
figure out what puppose the rubber served. I still have all the parts in
very good shape if you want to replace with original type parts. You're
welcome to them.
