There is an electrolytic capacitor inside the tack that dries out with age.
It's function is to "smooth" the input pulse that triggers the tach.
Replace it with a new one from Radio Shack, get a value that is close to
original but it doesn't have to be exact. There is a schematic on-line
somewhere but I can't find the link at the moment.
