I agree that the tapered head on the countersunk screws helps to center the
drum (and/or rotor on some cars), although the center hole in the drum/rotor
should be a good fit to the hub for a concentric fit.  So, while you could
get by without the little screws, I don't see any good reason to exclude
them from the assembly.
