Thanks a lot Frank, the horn works great, Beep, Beep,,, but I am not very
adept at fine tuning carbs. Will keep trying.
Now I have to tackle wiring, looks like parking lights, but not headlights.
Probably a loose wire, but haven't looked yet, the same with the turn
signals.

Is the choke hung up?
Not so much the cable but the linkage.
Push up on the black plastic bottoms of the carbs, if they move up with
the choke pushed in, they were stuck.
Or the carbs are rich, turn the 5/8 nut UP a few flats one carb at a time.
You will hear it smooth out, go 3 flats of the nut then try the other carb.

Probably a shorted out horn contact behind the steering wheel.
