What is the history of the radiator - It's not a 998cc Mini rad trying to 
cool a 1275cc Mini?  Have you backflushed the radiator?

Have you tried running a blanking sleeve and routing the coolant from the 
back of the block to the front and blocking off the bypass hose?

Are there any coolant lines running through a heater core that are blocked or 
is the heater core blocked?
