Why do I think it would be just as easy to fix the heater and get a hood for
your car, maybe even cheaper? Besides I don't think a vest would help with
the overheating in the summer.

Get a heated vest, like motorcyclists wear. You should be
able to plug it into a cigarette lighter socket, and you can
get them with temperature controls for those warmer days.
