I usually have someone pry with a crow bar between the tie rod and the steering arm, then whack the steering arm on the side with a big hammer. The shock from the hammer normally loosens the tapered shaft. You can also rent/ borrow (they charge you for it and then return and refund when done) a separator from Autozone or Pep Dudes.
