You might try adjusting the master cylinder push rod. Be carfull, you can adjust it to the point of locking up the brakes without stepping on the pedal. (don't ask me how I know this :) Use a 3/8 wrench to hold the rod, and a 1/2" wrench to loosen the lock nut. Make the rod longer.
