Hello David,
without looking up the specifics .. that is about the time that
SAFETY regulations were coming into play. they had dealt with
side marker lights, mirrors, seat belts, bumpers, (collapsible)
steering colums, and were working around to seats... as i
recall, the seats in VW's specifically would (Could) come loose
in the event a rear end crash, and all cars were having to
change or beef up their seat mountings.
