Valve clearances reduce as the engine warms up.
Which is why an engine "quietens down" as it gets to working temp, runs
smoother and sounds better.

An 18 thou gap will reduce to 16 or probably a good deal less once it has
warmed up.

I guess in an ideal physical world the clearance would reduce to an absolute
zero so that the follower retained contact with the cam lobe throughout the
cycle, but still allowed the valve to fully close.  Theoretical perfection
only. In practice there has to be a clearance at all temps and speeds.
