Soak it with Busty, liquid wrench, or something similar for a bit.
Stick the drive gear in the vice and twist the dizzy body. Or stick the 
square part of the lobes in the vice, what ever seems to clamp it best 
and twist the body.
If that doesn't work, a BFH with a soft metal drift (brass is good) to 
smash the living...I mean to tap the shaft out of the body.
