LCB header install

I am trying to install my new peco LCB header and I can't fit it down thru
the hole with the steering rod in place.

Do I really have to take off the head or pull the steering shaft to get this
sucker in there?

I was thinking about unbolting the motor mts on the one side and jacking up
the motor slightly???
