A couple of tricks....
Not positive on the 69 but I believe it has the anti theft screws holding it to
the column.
Sometimes pliers will remove them, or grind a slot across what would be the head
of the screw (2 of them) and use a screw driver, drill them out, or beat a
chisel
into the heads and unscrew them.
They are 5/16 x 24, be sure to use bolts when replacing them.
Once you get the switch out, there are 2 or 3 very tiny philips screws holding
it
to the casing, it comes apart, and is repairable.
There are a couple of small roll pins that can be drifted out to further
disassemble the switch.
