Accelerator Cable

The accelerator cable on th e71 Midget has never worked correctly. It has
always been stiff and tends to hang. A new cable makes no difference. I have
noticed that there seems to be a place beside the cable on the firewall that
should contain some type of cable holding or directing device, but none is
present or evar has been. Any suggestions?
