Still first start

It's kinda running. There are still some issues with the timing, but now
I have other concerns that need to be addressed first. It will not idle
down. With the choke on, it runs smooth, but at 4500 rpm. When it warms,
and the choke is off, it still is at 2500 rpm. I have loosened all the
linkage nuts, and the fast start screws are well below touching
anything. It will also sit and rev as much as 1000 rpm above the warm
point, up and down. Other than that, on the road it runs good, smooth as
silk at 60 mph. Vacuum, distributer, carbs: Where do I go next?
