engine removal prep.

Quick question,

In order to remove the cross peice where the hood latches shut, to
facilitate engine removal, must both fenders be removed? I got all the bolts
I could see out (8 or so) but it still just wiggles a bit. The radiator,
shroud, and oil cooler are already out of the way.

Any help is appreciated
