Avi,
no you can't get to it from underneath. You could get to it through the
grill. I don't know how this would work on a rubber bumper model though.
Where did it break off, where it comes out of the dash, or where it comes
through the firewall behind the dash? If it is the former, you can
probably dive under the dash and remove part of the cable sheath and pull
the cable with pliers.
At least tow the thing home tonight!
