Are you painting over old paint? Laquer does not do well when applied over
enamel paints.
Personally, I would use an acrylic enamel. Best stuff for adhesion and
life. But to each his own.
You probably need to strip it down to bare metal, clean it really well, and
apply a couple of coats of lacquer primer before going to the color coat.
