 When you pull out the cable this opens the flap so fresh air enters the
heater core.
The twisting of the switch does turn on the blower.
Most of these cable/switches have seen better days, the replacements are
junk.
I replace the cable with a pull or toggle switch to turn on the blower, for
fresh air I remove that dumb flap from the heater box.
This eliminates the cable.
After all, who needs heat with the top off. and if the top is up it must be
below 40 degrees so pull the switch and get maximum air flow!

Please note that the originality guys will not agree with my ideas.
