Hi David,
A broken or weak master cylinder spring will cause these exact symptoms. The
system is pressurised each time the pedal is depressed, but the fluid is not
allowed to return to the reservoir on each cycle. When the system is allowed
to rest, all returns to normal, until next time. 
This is a common problem after the pedal return spring breaks, the internal
master cylinder spring then has to do all of the work and becomes fatigued.
Sometimes the spring will break 1/3 of the way along it's length, others I
have found become hard and will only break at this point when cycled on the
bench.
