Nick,
It sure sounds like you have a bad motor. However, one other test. Try
the test you did again, connect wires from battery to fan. If it doesn't
spin, reverse the wires. There may be a diode in the line so that you
can't spin the motor backwards. If the fan still doesn't turn, and
assuming that the battery is good, you have a bad motor.
