Yes, the small box on the back of the speedo is the voltage regulator. It
should take the somewhat variable 11-15V you get at the battery, and output
a steady 10V, so that the gauges always read the same regardless of
alternator output. If it's not working you'll likely get the same voltage
in and out (a common cause of 'phantom' overheating problems - the car's not
hot, the gauge is just reading too high 'cos it's got too many volts). The
regulator works by constantly switching between full voltage and zero in
such a way that the average is 10V (as a result you can't test it with a
digital multimeter 'cos that gives an instantaneous reading, not an average;
a meter with a needle gauge works fine).
