Find a big sheet metal or wood screw that fits tightly in the little hole.
Screw it in until its tip presses against
the end of the axle and let it push the cap off.
The next time I have my caps off I might weld a nut in the inside of each one,
so that this trick
can be done with a machine screw, and the hole can be capped the rest of the
time.
