If you've already replaced the leaf spring a couple of times to no
avail, replacing it yet again isn't going to suddenly fix the problem. 
You've got to find out why the car is sitting this way.  Twisted frame,
mis-matched front coils, knackered rear alignment, and a number of other
possibilities can cause the rear end to sit cocked.

You can start getting an idea of the problem by jacking the rear end of
the car from the differential.  If on level ground the rear end raises
equally across both sides, the problem is most likely up front.  If on
the other hand the rear end raises unequally, leveling itself out, the
problem is evidently in the rear.
