If the float or needle valve are failing to shut off the fuel flow properly,
then the fuel level in the float chamber could be too high.  If the needle
valve sticks open then fuel could continue to be pumped into the float
chamber even when it is full.

As you say, the jet is gravity fed from the float chamber.  Therefore, the
surface of the fuel in the jet should be level with the surface of fuel in
the float chamber (which is why some SUs, such as those on later MGBs, had a
float chamber that surrounded the jet, so that the fuel level in the jet
would not change under braking, accelerating and cornering).  If the float
chamber is too full, the level of fuel in the jet will be too high.  If fuel
is being pumped into an already full float chamber, it has to go somewhere;
the vent hole in the top of the float chamber is pretty small, so much of it
will be pumped up through the jet.
