Fred mentions an Autocar test of a TR3.

The difference in mpg may, in part at least, be
explained by the difference in size of a US and
Imperial gallon. A US gallon is about 17% smaller than
the UK standard.

"I'm reading a few performance road tests of the T/R 3
as written by "Autocar",it says, driving hard 28 MPG,
attainable 35/37"
