Doug,
I think you have that backwards.  An umballasted coil will need an
external resistor to bring the total resistance to what a ballasted coil
has.  I just measured two coils.  The Lucas (ballasted) one has 3.7 ohms
and the Accel (unballasted) one has just at 2 ohms.
