Since Paul responded to your other questions I'll just stick to the one he
didn't. The starter circuit is Webers version of a choke. It does not impede
airflow in any way, but it does dump large amounts of fuel right by the
throttle butterflies. It connects to a regular choke cable that would allow
you to control it from the cockpit. Note that must people do not end up using
it, as a well tuned motor with Webers will fire right up. (if it doesn't,
it's too cold outside....)
