Yea, that would be a pretty bad radiator cap, from that description. Just an fyi, drain and flush the cooling system before you put in the radiator flush chemicals. Those cleaning chemicals can react with the ethylene glycol, forming a nice goo that gunks up the cooling system. There's a fancy name of this, but I don't remember it.
