Since the sending unit is a variable resistance load from the ground to the 
wire going to your gauge, all it takes is for the sending unit to go bad or 
the wire to get shorted to ground someplace between the sending unit and 
the gauge.  You can test your gauge by shorting the wire to the 
chassis/engine and the guage should go to full deflection.
