Which is ironic, considering a) some of the heaps you see roaring 
around, especially here in the rust-prone Midwest, and b) there is no 
nationwide standardized safety or emissions testing for cars already 
on the road here in the U.S.A.  In some states, it's a $50 test - you 
give the mechanic $50 (cash), you pass - in other states, there are 
no tests, period!

Just seems funny that you have to go through a whole lot of effort to 
sell a "safe" new car, but what happens to it after that doesn't much 
matter, and nobody has to go through any effort to keep an existing 
deathtrap on the road in many states.
