John,

Am I correct in assuming that if I push the clutch in and the pulley moves
forward, it must be the thrust washer?

  Hi there
  I would say that if it is just the pully you can probably just replace the
key and pully and all should be fine. Even if the thrust washers are gone I
would say it wouldn't damage the engine so long as it hasn't been driven like
this for a long time.
