Did you check your float height?
It's almost as if your valves will seal only if they
get a lot of pressure, but leak at operating pressure, so
you need to get "overloaded" a bit to seal. Cute.
At 2-3 psi they should seal. If they don't, clean
or change them.

You shouldn't have to go through any of this, the original
system works fine when it works. Try some new original style
jets. Also, look for scoring around the valve seat. (very
hard to see unless it's bloody obvious)
