40DCOE Weber

Listers,
I bought a 40 dcoe Weber, by auction. The carb was mailed with no padding and
a stud - to hold the air horn - was bent.
The air horns  were not included.
Joe Thomas, the sellor, sez-air horns are a variable item and not included, as
part of the basic carb.
My downloaded files show a standard air horn, with various options available.
My question is, do you consider the standard air horn as part of a complete
carb.
2719-4020 according to Top End at $36.11 per.
