Thanks to a number of very helpful listers, the issue has been successfully
resolved.
The needle was frozen in the air valve guide and had stripped the adjustment
screw. Once I gave up on saving the needle and used pliers to remove it, I was
able to use a drift pin (read "large allen wrench") to push the adjusting
screw back up the air valve guide and remove it. It was stripped so I need to
find another one but the primary problem is solved and I have a useable air
valve once again.
