No, there are non headrest tonneaus for MkIV's:

822451 - RHD no headrest
822491 - RHD with headrests
822461 - LHD no headrests
822501 - LHD with headrests

True, the popper/snap pattern is different, reflected in different part nos.
for the Mk3:

816991 - RHD no headrest
816981 - LHD no headrest
816521 - LHD with headrest (USA)
