Chris,
Sounds just like the problem I had when I was experimenting with needles on my 
HS2 carbs that are attached to my Spit 1500 engine.  It
was with the needles that are specified for the MGA 1600 engine.  Going back to 
the stock needles for a Mk3 engine solved the problem. 
Don't ask what they are, I have forgotten and don't want to tear into the carbs 
until they start doing something bad.
