John,
Your thoughts are correct on the function of this device.

The oil flinger is supposed to be held in place by an interference fit.  The
flinger usually becomes enlarged and then begins to cause wear on the shaft
preventing it from fitting properly.  I used JB Weld to hold mine in place.
