Patrick - if you feel adventurous you can wait until the tank is well down
in level and then remove the sender unit. You will find that it has a long
wire arm with the float on the end.
If your tank was dry and the gauge read 1/4 then you need to carefully bend
the wire so that the float will be higher in the tank. What probably is
happening is that the float is hitting the bottom of the tank before the
sender is at minimum reading level. You should also check that the lever and
float are not fouling up with the side of the tank and getting hung up. You
can also temporarily connect the leads back on the sender and carefully
swing the arm through its motion while watching the fuel gauge to ensure
that the sender will actually cause the gauge to read over its full scale.
A couple of trials and some measuring with a "dip stick" in the tank should
result in much greater accuracy.
Good luck
