The answer is "yes".  (Ok, even my mother says I'm a smart-ass)  Yes, a 
higher compression piston (taller or domed) can give you higher compression.  
And yes, modifications to the head can give you higher compression.  You can 
skim the head to decrease the CCs of the combustion chamber -- it's a ratio, 
remember, between the CCs of space above the piston at BDC and the CCs of 
space above the piston at TDC.  So, any way you go at it (domed pistons, 
skimmed head or both), reducing the number of CCs of space above the piston 
at TDC will increase the compression ratio.

Just be careful with this.  It's easy to overdo it.
