Andy, this is actually a very common practice and still is today.  I forget
what the program is called but Americans serving overseas (i.e. military)
buy a car and use it for say a year or so while they are stationed overseas.
At the end of the year the car company ships the car to the states for the
individual (and pays much less in import duties as it is now a used car).
The car to begin with is made to federal standards and as such there is no
issue.  It really works out as a win/win situation for the car company and
the owner.  But again, taking a close look at what the car actually is would
never be bad advice.
