Dash recover

I have the VTR directions for the recovering of a crash pad.
But I have a question:
When do you glue the indentation for the ash tray ?
By the directions it looks like you do it after you have glued the major
portion down with spray glue.
I understand that this area needs epoxy, no problem there, but do you kind
of lift up around the ash tray and push the epoxy under it through the hole
for the ash tray ?
