The difference might not be in the amps (you can't change the value of these) Fuses are made two ways, slow blow and fast blow. This is so items that use more amps at start up (tv's, computers, electric motors) will not instantly blow out the fuse. So the Lucas fuses might be rated at 35 amps max and 17 normal. Hope I helped.
