Wow, I think Oregon is worse than California in that respect.  All cars from
1975 to the current year must be tested.  I know of many incidences where
new cars directly off the showroom floor failed.

Yup, at least they gave us that much.  Also you don't have to smog your car
if its only 3 years or less old.
