I just replaed a set on a 1500 I'm restoring.  It was not difficult  I would 
say you do 
NOT have to lift the road wheels off the floor.

After loosing the ball joint nut, a good smack with a hammer on the side of the 
steering 
arm usually does loosen the tapered bolt.

After cleaning everything thoroughly, I pulled the rubber gaiters off, slipped 
the new 
ones on.

They do not need to be filled with grease.  The lube is in the rack tube and 
lubrictes 
the rack rod in its bushings.  Some will leak into the gaiter over the years.

I think the manuals recommend heavy oil.  (I used grease - we'll see what 
happens!)
