Can you open it up and have a look inside?  Pretty much all single phase 
induction motors have some sort of starting arrangement,
sounds to me like yours is defective or partially missing.  For example, some 
motors need an external switch, that might have been
part of the mechanism.  Or there could have been a capacitor or relay that got 
removed when the motor was taken out.  Another
example, some have 3 pins sticking out that look like they are for power, but 
are supposed to have a relay plugged over them (and
power).

Without a starting (secondary) winding, I don't see any way to add a capacitor. 
 A switch is not always necessary, sometimes the
second winding is designed to get power (through a capacitor) all the time.  
But there has to be something that creates a rotating
magnetic field to get the thing started.  Very small motors are often a "shaded 
pole" design where the stator has a copper ring
around part of the laminations (to delay the magnetic field in that part and 
hence create a rotation effect), but I don't think you
would want such a small motor on a 20# tumbler.

Or it might be simpler to just look around for another motor that better meets 
your needs.  Used appliance motors can often be found
at the local scrap yard for almost nothing; or check your local Craigslist.  Eg
