In addition to what Eric said, have you checked to see where #1 really is?
I've seen many an engine where the distributor has been installed wrong or
is not where most engines have it - the rotor button pointing to #1 plug.
Check to TDC on #1, then check to see that the rotor button is pointing to the
wire that goes to the #1 plug, and not just pointing to #1 cylinder.
