I've seen racing supply catalogs and ads in Grassroots Motorsports 
peddling fixtures to cut & drill pipe ends for roll cages and stuff. 
Not sure about welding fixtures, but if such a thing exists, the same 
places would probably have it.  SummitRacing.com has darn near 
everything and ships quickly.
