Make your system a modification of what hotels, hospitals, etc. use   
They have a pump that circulates hot water in a closed loop past every 
room.  It returns to the inlet of the hotwater heater, and there is a 
one way check valve between that connection and the cold supply so the 
return  water water can only go to the heater.  The pump on their 
systems run all the time, but you could put a second check valve in 
yours to prevent water from flowing backward in the system when the pump 
wasn't running.
