I have used the commercial program Visio for floor plans. When I remodeled my
house by adding a second floor to our shoebox ranch, I laid out the basic floor
plan for the framers to follow, and I laid out my complete electrical plan to
get approval from the building inspector, and then to follow when I wired it.

There have been so many upgrades to the program that you can probably find used
copies available for cheap.  I've always acquired leftovers and have never had
to buy one.
